The Ministry of Labour, Public Service and Human Resource Development (MoLPSHRD) and the Ministry of Finance and Economic Planning (MoFEP) developed the South Sudan Electronic Payroll System (SSEPS) supported by a service provider funded by the CBTF Phase II from 2010 to the present. The SSEPS is used to track and pay all government employees in every state, including both the civil service and organized forces. Payments made through SSEPS represent over 50% of the RSS budget. The assignment will continue implementation of SSEPS with a focus on building sufficient capacity to enable RSS to independently operate and maintain the system.
The assignment will begin in early 2012 and continue until 31 January 2014 with the option, at the discretion of the contracting authority, and subject to the availability of funding, of a three year second phase. This assignment covers the first period of implementation of a five-year project design. Any extension of the contract would be subject to satisfactory performance by the contractor.
The assignment may be comprised of the following components:
1.Payroll system development at i) RSS (including central ministry offices and commissions) and ii) State levels, taking into account differences in capacities at State and RSS levels;
2.Organisational and individual capacity development on payroll issues focussing on transparency and accountability at RSS and State levels; and,
3.On-going support to established RSS and State payrolls, including the establishment of verification processes.
